How the work is arranged

A dedicated manager is assigned to each company. They work under the founder’s personal direction and draw on his network of contacts — so access to the right office does not depend on how many years the manager has spent in the industry.

The form of cooperation ranges from a one-off assignment to permanent representation with monthly reporting.

Why this works

SABR’s founder has worked on both sides of the table: head of the Asia department at the head office of the national company Kazakh Invest, director of a regional branch, and freelance adviser on investment to a regional Akim. In 2017 the region came first in Kazakhstan for attracting investment into manufacturing.

In 2023–2024 — national expert of the Center for International Private Enterprise (CIPE) for Kazakhstan and Uzbekistan. The results of that work: freight forwarding rules for transport that did not exist in Kazakhstani legislation, calculations of the consequences of a change in the tax rate presented in Parliament, and amendments to the Tax Code adopted by the relevant ministry.

That is the difference between “having contacts” and “having a proven result in regulation”.
