International development · CIPE (USA)

Formation of the National Business Agenda of Kazakhstan, Uzbekistan and Central Asia

An analysis of Kazakhstan’s business climate was carried out. Priority areas were identified: tax policy, transport and logistics, digitalisation and e-commerce. Working groups of heads and experts of business associations were assembled, the key barriers to development were identified, and recommendations were developed. Working with international experts, foreign experience was studied and the recommendations were adjusted. The recommendations were presented to vice-ministers, members of Parliament and the chairmen of national companies.

Results

  • Freight forwarding rules for transport were introduced — previously absent from Kazakhstani legislation
  • The consequences of the VAT increase were calculated and the calculations presented in Parliament
  • The Ministry of Transport adopted amendments to the new Tax Code
  • A support programme for e-commerce was launched
  • In 2024 — participation in forming a joint business agenda for five Central Asian countries: Kazakhstan, Uzbekistan, Kyrgyzstan, Tajikistan and Turkmenistan
  • Following the work in Kazakhstan, an invitation was received to a similar project in Uzbekistan

International development · FAO of the UN

A study of the return on investment in the digitalisation of Kazakhstan’s agro-industrial complex

A comprehensive analysis of the potential for digitalising Kazakhstan’s agriculture. Methodological approaches were developed for assessing the effectiveness of investment in digital technology for small, medium-sized and large enterprises. An economic assessment was made of the key technologies: automated irrigation management systems, soil condition monitoring (DSMM), unmanned aerial vehicles, precision farming systems, and blockchain technology for product traceability. Standard models were developed for calculating the investment attractiveness of digitalisation projects, allowing for risks, subsidies and climate factors. Mechanisms were proposed for stimulating private investment through state operators. The results were presented at an international FAO expert forum and used to prepare proposals under programmes for the development of digital agriculture in the countries of Central Asia.

Additionally through the FAO

  • Creation of a single distribution system for the EAEU countries, Tajikistan and Uzbekistan
  • Raising financing from the international GAFSP fund
  • A study of international experience in creating digital platforms for distribution systems
